The Impact of Human and Organizational Factors on Use of Force Investigations
This presentation will examine how our approach to understanding use of force events impacts the outcomes of our investigations, the cultures of our departments, and the way the public perceives these often controversial events. It will also outline ways to minimize the potentially biasing factors on these high stakes investigations and provide strategies for improving the data we collect, maximizing officer wellness, and educating the public.
Dr. Paul Taylor is a policing scholar who studies law enforcement decision-making, human factors, and system safety in the context of police interactions with the public. He is the founder and lead instructor for the Association of Force Investigators and regularly consults on complex court cases involving police and civilian use-of-force. Paul has over ten years of practical law enforcement experience including time as a department training manager, patrol sergeant, and use-of-force instructor. Paul has developed and delivered law enforcement related instruction for academy, field training, and advanced in-service audiences as well as graduate and undergraduate level courses. He is actively engaged in law enforcement research, training, and consulting across the United States and internationally.
Beyond the Stigma: Hormonal Health in Public Safety
Sleep disruption, chronic stress, inflammation, and environmental exposure all place significant strain on responder health and recovery systems. Yet despite growing awareness, hormonal health remains one of the least discussed areas of responder wellness.
This session provides a practical look at hormonal health in both male and female responders, why more public safety personnel are seeking answers on their own, and what responsible education, screening, and long-term monitoring should look like. Drawing on real-world agency and labor union initiative outcome data, attendees will leave with a practical understanding of how hormonal health is becoming a mainstream component of modern public safety member health, and agency level wellness programs.
Bailey Ogrin (President- MWR First Responder) is a respected health systems strategist and wellness advocate known for designing simple, effective solutions to complex problems in healthcare. With a background rooted in solution development, patient access, and healthcare innovation, Bailey has focused his career on overcoming barriers that prevent everyday heroes from receiving the resources they need.
Dr. Jenna Zampiello ND, LAC- is a naturopathic doctor and licensed acupuncturist with a clinical focus on hormone optimization, digestive health, regenerative medicine, and personalized wellness care for both men and women. She earned her Doctor of Naturopathic Medicine (ND) and Master of Acupuncture degrees from Bastyr University in 2010 and has additional training in hormone replacement therapy, regenerative medicine, nutrition, and functional medicine.
